The standpipe connections are designed so that a fire engine can plug their hoses into them, and pump water through the building's sprinkler and standpipe system. Firefighters can then connect their hoses to the standpipe outlets inside the building. This makes firefighting on upper levels of the building much easier as there is no need to lay the hose from the fire engine up the stairs to where it is needed - the hose can just be connected to a standpipe on the floor where the fire is.
